Job Specification:

Program: Safer Migration (SaMi) Programme

Location: Headquater of Karnali Province with frequent visits to program areas

Reporting to: Deputy Team Leader, Safer Migration (SaMi) Programme

Job purpose

This position is responsible for the expansion, consolidation, and institutionalization of the SaMi Programme, as well as ensuring a smooth exit from technical assistance in the assigned province. The role will focus on successfully institutionalizing migration services while maintaining quality assurance of the program activities. The incumbent will ensure effective coordination and communication with the concerned stakeholders at both province and local levels to facilitate smooth program implementation.

Additionally, the position will manage the provincial team and oversee financial and administrative operations within the province. To a possible extent, the position holder will coordinate and collaborate closely with the Reintegration of Returnee Migrant Workers (ReMi) Project, and other like-minded projects to ensure coherence and synergies, particularly for the institutionalization of best practices and cross-referrals of key services.

 

A. Minimum education attainment: Master’s degree in social science, public administration, or related field.

B. Minimum professional experience: Minimum 7 years of work experience in the field of development with at least 2 years of dedicated experience in managing project(s), human resources, finance, administration, and partners. Experience of working in migration, employment, and governance will be an advantage.

C. Required competencies:

  • Good understanding of migration and human rights in the context of Nepal and familiarity with the GoN policies and protocols applicable for such program implementation
  • Understanding of the regional and international context of labor migration
  • Strong networking and facilitating skills with the government and non-government sectors
  • Competent in working with the senior-level officials of the GoN, donors, and networks of development agencies at the province level
  • Good understanding of public financial management systems
  • Good understanding of program cycle management and leading the team in all stages of program cycle
  • Commitment towards gender equality, social inclusion, and poverty reduction
  • Result-oriented with the ability to maintain deadlines
  • Team player with excellent interpersonal and intercultural competencies
  • Excellent communication skills in Nepali and English, both written and verbal
  • Excellent in writing reports and producing learning documents both in English and Nepali
  • Proficiency in using office application software, ability to produce, understand, and analyze standard database reports, and efficiency in using communication applications.

Job Responsibilities :

Major duties and responsibilities

1. Program management and implementation

  • Take lead in expanding the SaMi Programme to all the local governments of the respective province;
  • Take overall responsibility for providing technical assistance for migration services and coordinate with the provincial and relevant local governments as required;
  • Provide technical support to the relevant provincial ministries for developing and implementing the required policies, strategies, procedures, guidelines, and programs related to safe migration;
  • Provide technical assistance to the provincial and local governments for smooth, effective, and quality program implementation to achieve the expected outcomes and outputs as stipulated in the program document;
  • Provide support to the provincial and local governments to increase budget allocation for the program;
  • Coordinate with the Province Program Coordinator and Psychologist to ensure the smooth implementation of the program;
  • Support program officers in carrying out the capacity-building activities at the district and local levels;
  • Contribute to the development of the yearly plan of operation (YPO), annual budgets, and periodic progress reports of the SaMi Programme;
  • Develop an institutionalization plan and take lead to execute the plan in close cooperation with the provincial government;
  • Support to establish a functional coordination mechanism at the province level for the management and monitoring of program activities to ensure quality service delivery;
  • Coordinate and facilitate intergovernmental collaboration at the province level to prioritize and institutionalize migration services at different levels;
  • Establish strategic partnerships with the provincial-level returnee migrants’ networks, civil society organizations, and other actors to strengthen the demand side of the migration services;
  • Support the strengthening of returnee migrants’ networks in the provinces;
  • Coordinate with the provincial health ministry and other relevant stakeholders for the smooth implementation of psychosocial counseling services;
  • Be proactive in expansion and consolidation of the program as appropriate;
  • Ensure smooth exit from the technical support provided to the provincial and local governments as stipulated in the program document;
  • Facilitate capacity building of the provincial team on fiduciary risk management while working with the governments;
  • Support Capacity Development Specialist to develop and customize training curriculum, modules, tools, techniques, and materials related to safe migration and ensure effective implementation of training in the province.

2. Monitoring, evaluation, documentation and reporting

  • Monitor the quality of technical assistance/implementation of program activities through regular field visits and interactions with staff and primary stakeholders in the assigned province;
  • Support in the development/upgradation of the program monitoring system and its implementation in collaboration with the Sr. Monitoring and Evaluation Officer;
  • Assess the progress of programs under his/her portfolio, review program strategies, and recommend new approaches as required, in consultation with the line manager;
  • Ensure that the monitoring and reporting plans are in place and followed up timely;
  • Ensure proper documentation and dissemination of program experiences, best practices, success stories, and lessons learned both within and outside SaMi in close collaboration with the Sr. Monitoring and Evaluation Officer and Program Officer (Planning, Reporting, and Knowledge Management);
  • Ensure periodic review of the program together with the concerned partners and stakeholders at the province level;
  • Deliver periodic reports on time as per the requirements of donors and other stakeholders.

3. Administration and financial management

  • Be responsible for the financial and administrative management of the respective province as per the requirements of HELVETAS Nepal and the donor;
  • Contribute to the development of the program’s annual budgets at the province level, conduct timely review, and analysis, and accommodate necessary revisions;
  • Monitor the expenditures of the program activities at the province level and take necessary action to ensure that the expenses stay within acceptable limits;
  • Support the quality and effectiveness of internal and external audits and ensure that the recommendations are implemented in the province;
  • Ensure effective implementation of fund flow analysis and steer program activities at the province level accordingly;
  • Support the allocation of the budget ceiling and ensure that SaMi’s provincial program budget is recorded accurately and on time in the Provincial Line Ministry Budget Information System (PLMBIS);
  • Assist provincial line ministries with SaMi’s financial reporting requirements, fund request process, and other contractual obligations;
  • Follow up with the provincial line ministries regarding the fund flow, reporting, and auditing requirements.

4. Communication, coordination, representation and networking

  • Coordinate with relevant provincial ministries, Ministry of Labour, Employment and Social Security (MoLESS), concerned local governments, Provincial Policy and Planning Commission, and other government institutions as appropriate;
  • Maintain strong communication and positive relationships with other Provincial Program Managers, the program team, and relevant stakeholders to contribute to achieving the goals and objectives of the
  • program as well as those of HELVETAS Nepal country program/projects;
  • Work closely and collaborate with other Helvetas/SDC-funded projects and programs while planning, implementing, and working with the government stakeholders;
  • Coordinate and collaborate with ReMi and other like-minded projects to ensure coherence and synergies, particularly for the institutionalization of best practices and cross-referrals of key services.

5. Human resource management

  • Take the lead in the management of the province team and ensure a fair, friendly, inclusive, and equitable working environment;
  • Ensure a timely and effective performance management system within the province team creating a culture of sharing and providing constructive feedback;
  • Provide coaching and mentoring to the concerned program team and other relevant personnel to strengthen their skills and job performance;
  • Ensure that the organizational regulations, policies, and procedures are followed for human resource management, procurements, and workforce diversity.

6. Compliance with policies, guidelines, and manuals

  • Adhere to relevant policies, procedures, regulations, and guidelines of HELVETAS Swiss Intercooperation (Personnel, Financial, Administrative policies; Security Response Guide; Gender Equality and
  • Social Inclusion Guide; Sexual Harassment & Mobbing Policy; Code of Conduct Against Corruption, etc.) and other specific policies applicable to the SaMi Programme;
  • Ensure conflict-sensitive program management at all levels;
  • Ensure compliance with the Government of Nepal (GoN) and the Swiss Agency for Development and Cooperation (SDC) policies and approaches as relevant and required.

7. Other specific responsibilities

  • Undertake other tasks assigned by the Line Manager;
  • Be proactive in bringing innovations to the program and taking new initiatives.
